Such demoniac people are only attracted by wine, women, gambling and meat-eating; those are their azuci, unclean habits. Induced by pride and false prestige, they create some principles of religion which are not approved by the Vedic injunctions. Although such demoniac people are most abominable in the world, by artificial means the world creates a false honor for them. Indeed, God is certainly much more complex than this silly world. With but a tiny fragment of His splendor He manifests all we can perceive. So the atheists are right - at least about that. From this verse we can see that as you say, Lord Krishna and Lord Rama are both the same Sri Krsna, God. Sri Krsna appears in His original form as Lord Krishna or as His primary expansion form of Balarama or as Lord Nrsimha or Vamana, Varaha, Kurma, Matsya, ad infinitum - depending on His desire and purpose and His own sweet will.
