Jdbgmgr.exe is a windows component which has something to do with java. If you delete it, your browser (explorer) will not work normally sometimes. Don't believe this kind of messages on the web. Before taking action, it's better to do a research with google. If you already deleted it, don't be panic. You can restore it from Recycle Bin; or if you already emptied your Recycle Bin, you can find someone who has the same windows as yours and copy back the file. Good luck!
