Is it compassionate to keep an old, sick cow in constant pain alive?

Or is this yet another example of "legislated compassion" in which

the image of compassion is maintained at the expense of the genuine

article?

 

In the West, it's considered compassionate to "put to sleep" a

beloved pet with no chance of recovery and only a short life of great

suffering instead... apparently this has now been made impossible in

Uttar Pradesh due to the "compassion" of the government (or the

foolish, blind wishes of a dogmatic public -- take your pick).
