All of these experiences depend on the path people follow and there is no rigid structure to it. Sri Ramana said that the views that the Shakti rises from Muladhara and that it rises from the Heart simply depend on the perspective of the person. The Spiritual Heart becomes active for a Yogi at the end. The Kundalini does appear to rise from the Muladhara initially. After breaking the three granthis, it can be made to rise from any of the Shakti centers or even anywhere from the body. The mind does come down from Sahasarara through the Amrita Nadi to join with the spiritual Heart. In the case of a yogi, however, the Shakti reaches the brain first, and brings the mind along with ItSelf into the Heart. One can say that the Mind is Shakti. One can also say that the mind is one aspect of Shakti. The yogic texts say that Mind and Prana are always joined. When one moves, the other moves. Sorry to be so technical!
