There are two schools of thought in this regard- some hold that Vishwamitra is the sage, others say that Vishwamitra is another name for Brahma(Friend of the universe). The second interpretation appears to be more reasonable to me as the importance of Gayatri in the Vedas is unquestionable; if indeed Gayatri is the mother of the Vedas then the mantra should have existed right from the start, therefore it could not have been the creation (or perhaps revelation to) to however an eminent personage at some later point of time. This is not to belittle Vishwamitra; indeed he created universes but even when he did that he was only a rajarishi, so there were others of greater spiritual stature. And creation of universes does not accord him the status of Brahma the creator. In the trisanku episode, galaxies would be a better name for Vishwamitra's creation rather universes. But this again is not denying man's identity with Brahman- that were the case then every mantra should have Brahma as the sage, as everyone is identical with Brahman?
