Shaktananda-tarangini states that mantras of Kali and Krishna can be chanted even by shudras etc. as it was told to me by my guru, the great mantras [mahamantras, such as panchaxari of Shiva, Hare Rama or Daxina-vidya etc] give effect even without any diksha and their effect is purely spiritual. on the other hand, occult mantras never should be taken without initiation and proper knowledge. Yes, it is possible and not bad to recite it, but without diksha usually 22-lettered Dakshinakalika-vidya is prescribed. Otherwise, guru gives the needed vidya personally in diksha ritual. Saturn's influence is related to Time and Eternity, as Kali often manifests in these aspects as well. At the Dakshineshwar Temple (where Sri Ramakrishna was priest) the major pujas to Kali are held on Saturdays and Tuesdays (ruled by Saturn and by Mars). It is usually used for invoking Kama-Deva (the Love God) or Krishna (who provokes devotion), but it can be used for Kali as well.
