I understood that tulsi was appropriate to offer to Krishna, Rama, perhaps other avatars of Vishnu. It is said that if a person who plucks this leaf and gets hurt by the thorn in the tree and if blood comes out he will become a king in the next janma, if the leaf is for shiva pooja.
