Fear is the byproduct of ignorance (the Original Cause for our being born in the first place - atleast most of us), because it leads to creating a separate identity ("I" know vs "I" dont know), and what "I don't know" makes me afraid. So, fear causes confusion (durgam) and agitates the mind, and which leads to all kinds of THOUGHTS, and attention focused on a TIME- bound identification such as the body. So, it's the other way around .... Thoughts and Time are the byproducts of the (original) Fear. Of course, after that, it can be a vicious circle of fear then feeding to more thoughts which leads to more fear and so on.... Stilling the mind by doing spiritual practices leads to destroying the confusion (agitations of the mind) and makes it empty. At this point, one needs to receive God's Grace to kill this ignorance (avidya - last point of identification with the body/mind system) and lead one to fullness - a state of no-thought, no-time - which then leads to fearlessness.
