There is higher Kundalini and lower kundalini (U may say first is "outer"). Higher Kundalini is the basic one, she is grace of God, anugraha-shakti; her descent is called shakti-nipata. Any spiritual progress and the final liberation are the results of shakti-nipata only. Kundalini is described as situated above sahasrara in Kubjika Tantras; Tantraloka mentiones both kundalinis. Lower kundalini is "compressed" (sankochita) aspect of the same shakti, she is placed at the base of creation. And she awakes in respond to higher Kundalini's descent and raises up, thus transforming the matter itself into divine (that is the kAya-kalpa process). In the symbolism of Mahavidyas higher Kundalini is Tara while the lower one is Matangi. When they join the form of Chinnamastika emerges... A.
