Because the position of Siva depends on Sakti. Or, to whom Siva is the

supreme [parA]; or she reveals Siva [to her devotees]

"Siva-parA [means] She is beyond Siva -- because He depends on Her for

His status. [Alternatively, it can denote that] Siva is Her highest

state, or that She is devoted to SadA-siva."
