On one level, it means She confers on Her devotees those Empires, which only a performer of rAjasUya-yAgna can receive. But it also means moksa-sAmrAjya, or the Empire of Liberation, which is known as pUrna-pattAbhiseka or pUrna-dIksA in Srividya. This is greater than any imaginable earthly empire. - Dr. C.
