It has few other meanings as well. Of the different types of palaces built by celestial designer vishvakarma, vijayaa is one of them. vijaaya also has meaning auspicious. Needless to say what is auspicious will win in the long run. This will be more evident from the function "vijayadashami". This is the 10th day (dashami) of the shukla pakSham (bright lunar fortnight) of the Ashvija month (Sept-October). On this day the period "7pm to 9pm" when the starts appear is most auspicous to start a venture. Also the deity of one of the temples in kaashmira desham is called vijayaa. ambaaL in the avatara of shrii miinaakshii undertook digvijayam and defeated all the kings in all the three planes of existence and finally HER army marched and stood before kailasham and HER battle cry rocked all the three worlds and the whole world shivered and Lord Shiva smiled seeing the glory of HIS shaktii, finally at HER own door steps challenging HIM, such is their play, can we mortals understand all these. In the initial stages of the battle Lord did not step out, for HE knew all that fun will stop once he steps out. Finally when the shiva-ganaas were in the verge of defeat, Lord Shiva graced the battle field with HIS presence and gave a beaming glance to MOTHER. It is indeed interesting that poets describe MOTHER's face as the ratham of manmata and make fun of the LORD who destroyes manmata with his third eye and made him anangan, for succumbing to that. And even as a mark for all the three worlds to tease HIM, has given one half of HIS body to HER (vide saundaryalaharii, abhiraami andhaadhi). Here the situation was reverse, at the sight of the Lord, the third stanam of miinaaxii disappeared and MOTHER blushed. He who destroyed manmathan acted here as his agent. The red hue of HER blushing face immersed the whole universe (nijaaruNa prabhaapuura majjat brahmaanNDa maNDala) and also the kaameshaa's mind, and brought out the compassionate face of ambaaL.This why miinaaxii ashhTottaram addresses HER as vijayaa. Defeating indra and other kings is like defeating and getting the senses and other inner tendencies in control. This is the first step in the battle of Self-realization. One has to wage this war in all three planes (sthuula, suukShma, and kaaraNa). Then one is at the door step of God. The war is over and veil of illusion lifts. What that shines in daharaakaasham is perceived as the supreme brahman and the seeker realizes the identity of mahaavaakyas "tattvamasi", "aham brahmaasmi", "ayam aatma brahma" and praj~naanam brahma" May SHE who is vijayaa (ever victorious) bless us all with victory and makes us one with HER, so that we will also become vijayaa.
