Commenting on it shrii shankara says: kaamaanaaM bhogyapadaarthaanaaM yatha dR^ishhTaM iishhTe prerayatiti tatha| kaama means desire and ishh here means direct towards. SHE directs the jiiva-s towards desires based on their past actions. This role of iishvara is well explained in bhagavaan ramaNa's famous statement to his mother. "avaravar praarabhdap prakaaram adharkaanavan aangirundhu aaTTuvippan enRum naDavaadhadhu en cheyinum naDavathu naDappaththu en thaDai cheyinum nillathu. ithuve thiNNam. aadhalil maunamaay irrukkai nanRu" These powerful words of ramaNa can be deeply appreciated in Tamil. It can be translated as: According to one's praarabhda karma, ishwara will direct one's life. What is not destined to happen will never happen. And what is bound to happen will happen no matter what you do to stop it. This is certain. Hence, it is better to be silent and witness the events (without getting agitated by it). (I remember this quote whenever I am agitated and restless, it immediately brings peace to mind and also the joy of God) To remain as a witness and not get agitated by the events in life is possible only for advaanced saadhaka-s. It requires wisdom. Hence, the common (incorrect) accusation that such statements lead to escapist attitude is null and void. Because, a normal human who is under the sway of avidya cannot remain a witness. This requires a lot of sadhana. What bhagvan ramaNa said is something everyone should strive for. For this the easiest approach is to surrender to HER. (tat tvaam ananya sharaNaH sharaNam prapadye miinaaxii vishva jananiiM jananii mamaiva) -- This name can be interpreted in other ways. kaa and maa can mean knowledge and wealth. SHE has lordship over these and can confer to HER devotees. These can also denote sarasvatii and laxmii. They act at their behest. In principle, they are not different from HER. Hence, their acts are always in harmony. kaameshii can also mean that SHE is the consort of kaameshvara (Lord shiva).
