If you refer to the panchaangam, you will see the instruction - 'oil bath to be taken at moon-rise ('Ã× ºó¾¢Ã ¯¾Âò¾¢ø ¿Ã¸ ºÐ÷ò¾º¢ Š¿¡Éõ'). The night of DeepavaLi is Chathurdasi and the moon possesses the last remaining kalai. It will be a few degrees before the Sun. Hence it will rise just before sun-rise. Depending on the degree that separates them, the exact time would vary. The optimum time would be the period extending between one and a half hours to half an hour before sun-rise. But the bath can be taken until sun-rise. If the sun-rise is at 6-00am, this will be 4-30am-5-30am. This will be roughly the time that moon-rise takes place. Because of the proximity of the moon to the sun, and because the moon will be so low in the horizon, it will be difficult to make the 'chandra-dharisanam'- to see the moon. But it is possible if the moon is separated by more degrees, there are no trees or buildings, and there is no cloud, fog, or smog. And that makes the Arabian Desert(Rub-al-Khali) about the best place to make the Chandra-dharisanam.
