I have always felt that this is the basis for the rAmAyaNa story. The bow of Rudra is mentioned in the Vedas as well. In the rAmAyaNa, RAma bends and breaks the bow of Rudra. It can only mean that RAma is none other than Rudra. Further, in the R^ig Veda at least, Rudra is called the father of the maruts, the wind gods.
