The wording "scattered mass of hair on one side" is not clear and

could be misleading. My feeling is, it could be worded as,

 

On the right side the chest is adorned with snake as garland. On the

left sides shines the tresses of ambaaL hair which has been brought

to the front and appears scattered as it not braided. (it is probably

a sign of beauty, and the long beautiful hair when brought to the

front enhances Her natural beauty even further. But in truth,

ambaaL's hair who is called vyomakeshii is on all sides)

 

 

Again, the hair is dark and shiny (bhaasuram), the slithering cobra

on the right side probably also has a dark black and shiny skin. May

be that is why the poet does this comparison. It would be even better

if the hair was braided, then it would be long and shiny like a snake.
