The pratyagaatman exists and continues to exist for ever. It is the witness of all perishable things like the body, the senses, the mind, etc. A witness does not undergo any change, even when that which is witnessed gets modified or ceases to exist. Referring to HER as a witness , therefore, does not only mean that SHE "sees" all, but emphasises that SHE out-lasts them all , unbound by Time and Space. AUM sarvasAkshinyai namaH Regards.
