This is a work by Adi sha.nkAracharya, in the text itself there is no mention about restrictions on this work. There are, however, some specific applications (prayoga-s) for each verse, this has to be learnt from a guru. But many books give a good detail of these things. In tamil, there is a book by thethiyuur subrahmaNya shAstrigaL, it has these details in end. These require a lot preparation, yantra-s, and meditating on the verse thousands of time. Not a easy thing to do. My suggestion is (safest way), go either to kAnchi or shR^ingeri maTha, ask for guidance. Acharya-s will point you to the right teacher or give you the right suggestion. This is the best approach IMHO. This way you will know what exactly traditional view point is, and then you can appropriately. In fact, you can write letters to them and ask. I once wrote to shrI jayendra sarasvati svAmigaL about a question related to lalitA sahasranAmam and I got the reply from the maTha. If you write your letter in Sanskrit, Acharya will personally read and reply your letter. If you write in other languages, the letter will be read to him and he will reply orally to the assistant. Since I did not know Sanskrit, I wrote to him in Tamil, you can choose english as well. We sent a mail to shringeri in English and a got a very prompt reply from the maTha as well. As my friend once told me, this is the best bet you have to learn what is the traditional view point on the matter is and also guidance to the right teacher.
