When you become proficient and when your guru thinks you are ready for the next level he / she initiates you into the 16 character mantra. Just like Gayatri Mantra has a hidden section so does the devi mantra. Hope that helps. Besides, you can buy good quality books with swara markings etc. from many online book shops. For instance, Sri Ramakrishna Math has a lot of them and they are inexpensive. There are books in sanskrit section that specifically address your need. There are also books in Tamil section, which give a good translation (plus original in Sanskrit). I have the books taittiriya mantra kosha, suuktams translated by Swami Ashutoshananda, and aNNa (devii suuktams). A simple google search will help you. With a huge Indian population, I am sure that Singapore also has shops which sell these books. But it may be still cheaper to buy it from RK Math. You can buy so many things online these days. I recently bought a MP3 CD from Madras with 10+ hours devotional works rendered by M.S.Subbulakshmi for just 10 USD + shipping. It contains the Durga, Devi and Sri suktams as well as many others, some Vedic mantras, Upanishads and some hymns of Shankara et al. It is in Devanagari script only.There are svara marks .
