Normally Pani comes for who holds that weapon like Vishnu- Sarangapani, chakkrapani RaMa - Gothandapani, Shiva - Sulapani. pinakapani Muruga- Dhandapani. Those who do not have any weapon is also called nirayuthapani So I think the interpretation that He weilds the bow Pinakam and is wearing garland of skulls both may be correct.
