It is just one kuta (part/peak) in one of the many mantras in Srividya. Shruti is the highest authority in Hinduism, of which the upanishads form a part. Most Shakta upanishads mention that Tripura or Lalita is highest. Since the above is in contradiction(only in a literal sense) with them the above story need not be taken literally. Interestingly, the Kakaara kali ashtottara *praises* kali as "kumAri vrata dhAriNI" and "kumAri pUjanaratA" meaning that Kali performs Kumari Vrata and that Kali worships Kumari. Kumari is Bala i.e Bala Tripura Sundari who in turn is an Anga Devata(ancillary deity) of Lalita Tripura Sundari. None of Bala Sahasranamas or Lalita Sahasra have anything saying the opposite. > I got this from a Kali upasana book. Please note that the phala shruti of Lalita Sahasranama mentions that those who recite LS are protected by Atharvana Bhadra Kali. And no matter what stories appear in tantras about devatas, Srividya will remain as the beszt among all tantric upasanas(going by the words of many great souls who practice Srividya and Tantra Shastra) and it is not very difficlut to see that. To add to this, Bala Trishati namavali has a nama which reads "..3 bijaxaras of bala... kAlikArAdhyAyai namaH" meaning, Salutations to Her who is worshipped by Kali.
