The thevarams are songs in praise of Lord Siva, in Tamil, and they reference the Vedas. Parts of the Siva Puranas are similar to the Rudram in the way they praise ShrI Rudra. The Rudram is really part of the Veda. The Puranas are really the interpretations of the vedas, brought out in a manner that is easily understood by all. The Thevarams/Thiruvachakam are considered to the the Vedas in Tamil for Saivaites, as the Divyaprabandham for the SriVaishnavas. (http://www.kamakoti.org/hindudharma/part14/chap16.htm).
