If you refer to the names kaashhThaa and kalaatmikaa in LS, you will get more ideas. For instance, one of the meanings of kaashhThaa is that She who is inferred from vedanta and its conclusions. And kalaa also has many meanings, including one that assumes forms to enable meditation of devotees. Hence kalaa denotes saguNa brahman and kaashhTaa is nirguNa brahman. One way to look at this name is (based on above), time (like space) is not an independent entity and it emanates for the Supreme being, hence dependent on HER.
