It is on day where bhAdrapAda shukla chaturthi prevails during noon. There are additional rules depending on how the chaturthi occurs (such as spanning madhyAhna kAla of two days etc.). Books such as, vaidyanAtha diixitiyam address this matter under tithi nirNaya prakaraNa. An abridged version of this book is available online at vidyavrishah.org. This year, relative to Sauramaana calendar the chandramAna calendar shifts little bit due to the adhika maasam (extra month). Right now, we are in adhika shrAvaNa. Again this to brings in other confusions such as, when upAkarma is conducted, etc. For instance, ahobila maTha asks its followers to do it this month. But rest of us do it next month (shuddha shrAvaNa). SauramAna calendar is not just followed by Tamil people, even people from keraLa follow sauramaana calendar. How a specific function's date is decided is based on the rules given puraNa-s etc. Many festivals such as ganesha chaturthi, navarAtri, etc. are based on chandramaana calendar. Some panchangams also describe how these dates are fixed.
