It is a catalog of many libraries across the world put together. It is really nice - I have used it successfully more than once. You can search the books and then request for them. If you are student or a staff in a University, you should be able to do this from home -- as most Universities has off campus access to their databases. But anybody can go to the library physically and do the search. Based on my brief comparison, WorldCat gives more hits than loc.gov.
