This nAmA describes that it lustrous like the bright aShTami (8th) kala of moon. Why this particular kala, because, it is shaped like the forehead region. Also 8th looks brighter in comparison with the darkness of the other half. The name that talks about the chandra kala in her crown does not talk about the exact tithi it is compared to. That name is chAru-chandra-kalAdharA. Here is chAru means beautiful. The crescent on the crown is often associated with the shape of moon on Sukla paxa trItiyA (see paramAcharya's commentary on 42nd verse of saundaryalaharI). In that verse we notice that ambA is not only chandraSekharI, she is also sUryaSekharI. And there the shape of the crescent moon is compared to indra dhanus. Sri AchArya takes up this matter in even greater detail in the commentary on the verse "lalATam lAvaNyam ...". There he clearly states that "ambA and ISvara carry the crescent moon of tritIyA or the third day (of the bright fortnight) and not the aShtamI chandra" (page 399) and then he goes on to explain why that verse likens even the crescent to half moon.
