I thought the reference was to Mahalakshmi. Here's why:

 

In Thiruppavai, Andal says:

 

nNappiNnNnai nNaNGkaay thiruvE thuyilezhaay

ukkamum thattoLiyunN thanNthuvuNn maNaaLaNnai

ippothE emmai nNeeraattElOr empaavaai.

 

-there is a story which goes to say the gopikas are none other than great

sages who ardently worshipped Mahavishnu and longed to be with Him. Lord

Vishnu granted that in His incarnation as Krishna, they would be born as

Gopikas and will be able to fulfill their wishes. Every gopika is supposed to

be so mesmerized by his flute that she comes out regardless of the state of the

household chore or even the state of her dress to join Him and listen and dance

with Him; and Krishna took several forms of himself that every gopika was happy

that Krishna was dancing with her!
