I think, the purpose was to punish the egotistic Kshatriya Kings and to prove the powere of Rishi-marga. I felt the Avatara was mainly for the redemtion of the Dwar-palakas, cursed for human sufferring from their Nitya-suri status. Kamsa was one such.
