Sutram 162 -- Pillai Lokacharya: One relinquishes other Upayas and resorts only to the Caramopaya. Mohan R Sagar...] Thanks for quoting from Mumme's translation. It does state that prapatti must be done for the highest of purushaarthaas. However what is quoted does not say that prapatti done for lesser goals is not prapatti at all, which is what was said.
