I heard from someone saying this shouldn't and it will be of help if any of the bhakthakotis help me in clarification. In Parthasarathy perumal Brahma Utsavam (Thiruvallikkeni, Chennai), TiruppAvai recital always happen during the evening purappaadu, which typically happens at about 8:30 pm. I could also recollect at least one other temple where TiruppAvai is recited in the evenings (well after sunset).
