I think the more learned members should comment, but I will stop with just this one response. It is my understanding that the veda-s are all knowing, and therefore they know the past, the present, and the future. The veda-s are God. The incarnations are many in number, and He takes the incarnations as and when necessary (dharma samsthApanArthAya sambhavAmi yuge yuge). But this does not in any way preclude that the veda-s cannot talk about the incarnations prior to their happening. I did not ask (Vishnu or Veda first). I asked whether AVATARS preceded Vedas or Vedas preceded AVATARs. If we say that VEDAS preceded, then how come thrivikrama avatar is referred in Rigveda.
