Quite the opposite, I think. One of the conclusions that must be drawn from Bohm's implicate order is that of destiny: everything in the explicate order (the common world of phenomenality) is a manifestation of the implicate order (the transcendental world beyond space-time), in the same way as each part of a hologram is determined by the whole.
