Societies or Governments are just extensions of people and their common understandings,expectations, etc. The time was 'dvapara yuga' where dharma prevailed one quarter out of four. We have a transition of Dharma from all quateres to none as time goes by. Irrespective of the above, the common goal always prevails. It is only in the play of maya, that the swing goes this way and that way and we have different types of societies. Specifically, what is expected - 'Achieve Self-Knowledge'. Gita is geared towards the same.
