Here is my understanding:

 

Two avyakta-s (unmanifests) that are being referred to can be seen

from two points of reference - one at microcosmic level or at the

individual jiiva level and another from the Iswara level or

macrocosmic level – this is one type of avyakta and the other avyakta

is at paramaarthika level.

 

vykata as is understood by all as manifestation - for that mind has

to be there for projection - hence up to the level of waking and

dream states the manifestation of the world of plurality with

subject-object distinctions exists. Only at the deep Sleep State -

the state of avyakta starts - due to absence of mind. Hence the

first level of avyakta that is being refereed to from jiiva level is

this deep sleep state in that subtle form with all the vasana-s along

with the ignorance remaining. At the macrocosmic level - the sleep of

the total mind will all the individual jiiva-s and prakRiti in the

unmanifested state is identical with this jiiva sleep state of

avyakta - Hence when the total mind wakes up- just as the individual

mind wakes up -the whole world of plurality projects again as it was

left before with all the vasana-s etc since there was no knowledge in

the avyakta state - pure ignorance was still there.

 

The second level of avyakta is not actually a level - those who

reach me will never return back - it is the state of avyakta too but

now with knowledge or absence of ignorance. So up to the Brahma loka

there is ignorance as the previous sloka-s explain, Hence in their

sleep - the avyakta or the unmanifested state has the potential for

rebirth.

 

Where as at the paramaarthika level - there is no more ignorance the

very root cause for the vyakta. Hence it is absolute unmanifested

state where it is one without a second - the second if we count

ignorance is as one is also not there.

 

avyakttadiini bhuutani ... - here we are referring to primordial

state before creation - where when 'existence alone' was there in the

beginning - sat eva smoumya - of the Ch. UP. - vyakta madhyaani -- is

when creation started - bahu syaam prajaayeteti (Ch. Up.) - let me

become many - and that is what was defined as the (creative) work -

bhuutabhoavodbhavam karma - in the very first sloka of Bhagavaan in

this chapter.

 

Thus two avyakta-s come into picture one with ignorance (at Iswara

level it is with Maya rather than ignorance) since maaya is also

defined as avyaktam - avyakta naamnii paramesha shaktii is maaya - it

is called unmanifest; and the other at paramaarthika level where

there is nothing other than Brahman.
