Arthur Avalon's commentary leaves a lot of questions about whether this is a feminine form of Siva, or if it's another name for His consort. Other reading seems to indicate it's another name for Devi. I found a mantra for Her. I can't find any specifics - descriptions, powers, days or times, or anything like that. Since the Tantras are by and large Dualistic in nature, we should understand that the word Shive is referring to Shiva's consort. Also note that "Shiva" is masculine while "Shivaa" is feminine. One needs to have a very good knowledge in the Sanskrth language to comprehend the highly esoteric and technical teachings of Hindu scriptures. Regarding the 2nd part of your querry, it is a well know fact that the main subject of all Tantras is regarding the worship of Devi - the feminine aspect of the Parabrahman. Here, God is worshipped in as the Divine Mother - the Mother of the whole Universe. You can find plenty of information about her in the Tantras; infact all that you can find in the Tantras is regarding Devi only.
