One might surmise that this instruction was indeed given to Arthur Osborne and he in turn relates it to whoever is interested. The focus is designed to eliminate extraneous thought. The Enquiry then catches the one who focusses. Not all sadhakas are necessarily given the same practice. Different folk - different capacities. But...It is all Vicara in the end.
