Sri PBA Swami's Sarartha Deepikai: The first portion of this shloka is made of six parts. In that, the first part which is "Sarva dharmAn" means "all dharmas". Dharma is that which is the means toward a particular end. Since this prakaraNam is about the means for liberation, the dharma term used here is about the means for that liberation and not about the means to either the temporary goals of this world or goals of the other world such as heaven.
