Bhattar explained this as "The Lord has handed over the administration of all worlds to Vishvaksena. Therefore, He is relaxed like a prince who is surrounded by elderly ministers and other kings who bring him up. He rests comfortably in the lap of Adisesha, in the cool shadow of Garuda's wings and under the staff of Vishvaksena".
