With regard to Parasurama, the Avathar was to transfer his power at the fag end of his career, to Sri Rama who was being groomed as a great warrior by all including Viswamitra (knowing well the divine incarnation of Sri Rama) for the role he had to play in his manifestation as Sri Rama. 2. As regards Balarama, he is the twin aspect of Krishna like Lakshmana the twin aspect of Sri Rama. In his pasuram 'NinrAl MaravadiyAm', the Azhwar describes Adisesha as 'Enrum PunaiyAm', ever a link or bond and this aspect of Adiseshan is represented by Lakshmana and Balarama. There is the famous Dasavatharan Sannidhi in Srirangam (maintained by Sri Ahobila Muth), said to have been built by Tirumangai Azhwar and whose idol worshipping the ten divine manifestations of Lord Vishnu there is even now bestowing grace on whosoever visits the shrine. The Dasavathara idols are exquiste figures and one should visit that Sannidhi to get the thrill.
