On the astrologer Bhattotpala, see David Pingree's Census of the Exact Sciences in Sanskrit, A4.270 ff., et passim. Your chap is Utpala "Vaisnava" (therefore not Utpaladeva either), son of Trivikrama of Narayanasthana. See Raghavan's New Catalogus Catalogorum II.318.
