Vedic river raSA and river Volga

By what linguistic or phonetic laws Vedic river raSA (Iranian ranhA)

becomes Volga (Prof.Witzel) or vice versa? Is there cross reference to

this identification? It is said that Iranian *parna (identified with

Vedic paNi) living south of Aral sea hide cows in a cave (vala) on the

island in Volga river. In other words paNi could wander from Aral sea to

Volga , that is, from East Iran to the West Iran, north of Caspian sea,

all across Iran. This is impossible taking into consideration the

presence of Aryan tribes hostile to paNi. Again by what phonetic law

paNi changes into *parna or vice versa? Is there cross-reference for this

identification? I remember reading something in connection with "vala"

in one of the books of Mr Sethna. It is possible that Phoenicians were

involved in mining activities on the island called Zveta-dveepa

(Brit-Britain). Romans ruled England around 1AD. One thousand years

before that Phoenicians were in contact with Brit islands.Prof. Witzel is

competent in unraveling the linguistic changes layer by layer in

timeline. Could he kindly enlighten us the various earlier forms the

country name Ukrain, the hub of early Indo-European/Indo-Europeans?
