No, no special pen is needed. Not these days.

However in the past it was common to use a special pen to write

the Devanagari script for Sanskrit and Hindi. The nib need to cut

at an angle.

Unfortunately the tradition of Devanagari calligraphy has died.

There are very few individuals who can write devanagari in a proper

calligraphic style. While the chinese still are trained in

calligraphy, many educated Indians can barely write in an Indian

script.

The Newars have preserved the Indian calligaphic tradition, which

they use for the Ranjana script of Nepal (and Tibet).
