The Brahmi and Kharoshthi lipis predate Paninian Sanskrit. Please refer to Dr. Malaiyaji's posting as well. The Brahmi lipi, etc, were long in existence before it came about. Urdu is a modern langauge belonging to the Indian sub-continent. Its Lashkari origins are well known. But because the much older Persian lipi was in existence, Urdu was written in the Persian lipi. Similarly, the Brahmi lipi was around when Paninian Sanskrit came about. So Sanskrit always had a lipi.
