Witzel mentions Uttarakuru in his paper on Kashmiri brahmins, http://www.people.fas.harvard.edu/~witzel/KashmiriBrahmins.pdf Also, check in the January 1998 archives under the title, Uttara Kuru in indology at Liverpool archives. I started the Indology thread. Someone stated that Uttarakuru was the 'original home' of the 'Aryans.' The same idea appears in the Theosophist works. Can't remember off- hand where it comes from.
