Naksatra and tara

Friends,

Can anybody tell me why Kalidasa seems to make a

distinction between naksatra and tara in the

expression, naksatratrara grahasankulapi, occuring in

RaghuvamsaVI.2Arunagirinatha in his commentary

maintains that Naksatra stands for Asvini etc and tara

for others. Is there such a distinction anywhere

mentioned?
