As you mentioned reading text and knowing meanings of the text are not at all restricted. Reading without Swara is just taking a body without life. Chanting with swara is only the one having some restrictions. They are learning properly from a Wel-versed Guru, came from a great lineage. The person learns also must have the right lineage of vedic lore. Working on the other details does not require any qualification. Now a days, we see so many people distort the Veda, changing Swara and some are creating their own words and adding to the original text. Here Vedas means all the 4 Vedas and their anxilleries also. Brahmanas and Aranyakas and Upanishads also are considered as Vedas only according to us. We never seperate them from the main text, as westerners do. Vikrities like Pada, Krama, Ghana etc., are different. But the Pada patham also considered as more authentic, for, without it, it isvery difficult to split words of the original to any sanskrit scholar even. As you asked about quotations etc., we may have to collect from Smrities etc., after reaching Sitanagaram only. May be that is possible,during our Chaturmasyam.
