11.The ministers should follow exactly what they say.

12. Enemies should shudder to face them for their brilliance.

13. Kind enough to pardon the sinner and be well known for the above two

qualities.

14. Should receive visitors with a smile.

15. Never lie in anger or desire.

16. Nothing should take place without their knowledge in their kingdom or the

neighboring kingdoms.

17. Should know through their spies wherever and whoever did something or wishes

to do something or planning for something.

18. Possess great potential to take policy decisions.

19. Well proven for their devotion to the king.

20. Have to be firm in punishing even their sons, if they are the ill doers.

21. Committed to procure the necessary wealth for the kingdom.

22. Have the skill to frame the proper wage system for the defense forces and

for timely payments.

23. Have the know how to curb the enemy

24. Have to punish only those who commit atrocities and sins but not the

innocent and the noble.

25. Should not trouble the intellectuals and the army that takes care of the

defense with heavy taxation but be competent enough to procure enough funds for

the treasury.

26. Should award lesser punishments for small crimes and for the weak.

27. The ministers should be pure and righteous.
