Innocent civilians and the devout pilgrims to the holy Amarnath cave have been killed in cold blood by mercenaries Pakistan and its cerebral ruler, General Pervez Musharraf, callfreedom fighters. Being a soldier all his life, the General may be forgiven for bestowing on the gun-toting thugs, who kill and maim innocent men, women and children in their sleep, one of the most laudable salutations mankind has known. History is not a strong suit of most soldiers. However, if the mercenary maniacs wielding AK-57s and the other arsenal of murder and mayhem in Kashmir at will are freedom fighters for the General- President, Mahatma Gandhi, it follows, could well be the devil incarnate for him. Such madness at the highest level of government in Pakistan leaves no scope for a reasoned approach to the Kashmir issue. For, freedom fighters are the purest of the pure who struggle in the defence of their motherland for ridding it of colonial\foreign power, forsaking their all for the sake of their fellow citizens. But in the peculiar lexicon of the three-in-one Pakistani General craven criminals without a trace of human values are freedom fighters. For sure, the General and his freedom fighters are in cahoots with each other, one complementing the other. Admittedly, a sharp spurt in violence after the stalemate at Agra could be anticipated. But there was little preparedness on the part of the security forces to prevent it. At least the pilgrims to the Amarnath shrine could have been provided foolproof security. The failure of local intelligence and the brittle security cover led to the terrorist strike at the pilgrims in their sleep. The failure to secure the route to the Amarnath cave was a stinging slap on the face of the Indian security forces. Whether or not the rest of the Valley can be secured against suicidal attacks by the Pak-exported mercenaries, the truth is that the route of the Amarnath pilgrims was demarcated in advance by the security forces. It was their job to protect the pilgrims. The pilgrims were assured foolproof protection against the militant attacks. Yet, the might of the Indian State could not foil the attempt by a couple of desperadoes who rained bullets on unarmed and innocent pilgrims in their sleep. There was clearly something rotten in the way New Delhi had chosen to defend Kashmir against the Paki militants. Forty-four civilians had been shot dead in various parts of Kashmir since the failure of the Agra summit on Sunday. Maybe the militants felt further emboldened by General Musharraff's public tribute to their heroism and targeted innocent men, women and children to re-burnish their credentials further as freedom fighters. That the General returning empty-handed from Agra would try and prove a point could have been expected. After all, his refusal to accept the Indian plea for a check on cross-border terrorism was rooted in a deep sense of candour. He wasn't about to rein in his `freedom fighters' unless India offered him Kashmir on a platter. That the so- called Kashmiri freedom fighters were in real life Pakistanis or even Afghanistanis was not lost on anyone. (However none among the country's top-shot editors, mostly self-styled, whom the General serenaded at Agra, questioned him about these Afghanis and Pakis fraudulently doubling as Kashmiri freedom fighters.) The Indian officialdom too failed to blunt the General's propagandist offensive at Agra. But before the General gets away with his description of the mercenary-criminals exported by Pakistan as Kashmiri freedom fighters, isn't it high time Prime Minister Vajpayee woke up from his deep slumber and ordered a restructuring of the security set-up in Kashmir. The Agra summit would have borne fruit if it was held after New Delhi had gained an upper hand in its fight against Pakistan- inspired terror in Kashmir. The truth is that religion and terror have teamed up in Kashmir to humiliate India. A campaign of ethnic cleansing has been on in Kashmir for a long time under the very eyes of the BJP-led Government. Yet, a strange paralysis of will afflicts the Vajpayee Government. It is proving to be equally inapt in blunting the challenge from the `jehadis.' The need for an all-party consensus to remove constitutional impediments in the way of a lasting solution to the Kashmir problem cannot be exaggerated. Meanwhile, the security forces need to be given a free hand to put down General' Musharraf's freedom fighters.
