Fresh US sanctions to justify escalating Washington-New Delhi

military ties

ISLAMABAD, Sep 04 (PNS): United States has been unable to provide

ample evidence of violation by Pakistan and China of MTCR (Missile

Technology Control Regime) parameters while it has turned a blind eye

towards such violations committed blatantly by Russia and India, a

highly reliable source of a sensitive government department said

while talking to our news agency.

 

The source commenting on the recent US sanctions slapped on Pakistan

for allegedly acquiring missile nuclear technology from China, a

charge which has been repeatedly denied by both governments, claimed

that twice during the last six months Russia has openly transferred

sensitive missile and satellite technology to India on which the

international media not only published reports but also released

photographs of their transfer and experimentation in India.

 

These reports suggest that Russia assisted India in building up Geo-

Strategic Launch Vehicle (GSLV) and a team of Russian experts reached

India along with the equipment of satellite rocket, which they also

attempted to test fire in India.

 

The source further said that Pakistan possesses substantial proof

that a few weeks ago Russia handed over cruise missile technology to

India and reports were also unveiled in the press regarding the

movement of Russian scientists in India for the purpose. The move has

raised genuine concerns in Pakistan about possible manufacturing of

missiles ranging to 14000 kilometres by India under pretext of the

above mentioned satellite rocket because the rockets acquired by

India to launch the satellite into space could be converted into

missiles by installing a war-head on them.

 

Pakistan, the source said, relying on its indigenous resources has

gained expertise on missile development solely for defensive purposes

but has been charged with acquiring this technology from China by

means of trucks. Hundreds of containers are transported between

Pakistan and China every day but the allegation is ridiculous as

there is no satellite, which can find out the goods loaded in these

containers.

 

The US failed to provide any evidence to China or Pakistan to support

its baseless accusations, which also undermines their credibility.

The move is aimed at justifying the alarmingly increasing military co-

operation between Washington and New Delhi amidst efforts being made

to grant the most favoured nation status to India and its inclusion

into International Trade Organisation. Next two months would be

crucial in this regard, he predicted.

 

The sanctions have been imposed against National Development Complex,

which is already under US sanctions since 1998. While the new

sanctions will have little practical impact, they are indicative of a

discriminative US approach on the issue. He also strongly dispelled

the notion that Pakistan has been attaining sensitive defence

technology from the US in the past.

 

The US itself has acknowledged that missile-related transfers (to

India) are taking place in Pakistan's neighbourhood. These relate to

development of supersonic cruise missiles as well as ballistic

missiles through acquisition of technology from other countries

including European sources, however the US has chosen to remain

ignorant of the fact due to obvious reasons.

 

These (Indian) activities clearly violate MTCR parameters, yet no

sanctions have been imposed against these violations. Only Pakistani

entities have been subjected to MTCR sanctions on the basis of

unsubstantiated allegations, he regretted.
