US objected to Israeli arms exports to India: Report

Updated on 2001-07-24 13:53:17

WASHINGTON, July 24 (PNS): THE CLINTON administration had been

objecting to Israel selling arms not only to China but also to India,

a report commissioned by the US central intelligence strategic

estimates programme said.

The report was prepared before the Bush administration took office.

It is not clear what policy the President George W Bush will

follow. "Israel is walking a fine economically-motivated line between

the need to continue arms exports to new markets such as China and

India, and the parallel need to receive US aid and armaments in the

face of US objections to Israeli arms exports to those countries,"

the report says according to PTI reports.

Israel has a strong historical relationship as a supplier to

Singapore and Myanmar but, in recent years, Israel has had

significant success marketing to India, it says. Israel has been

engaged in a broad range of new initiatives to provide new armaments

and/or system upgrades to India," the report says.

Initially, the country offered to sell three Phalcon Awacs (radar-

equipped command and control planes). However, this has been

superceded by discussions of a broader programme to rapidly deliver

weaponry, munitions and surveillance and communications systems,

including upgrades for India's helicopters, tanks and fighters.

Israeli media recently reported that Israeli developments for future

delivery to India include fighter, tank and aviation upgrades, UAVS

(Unmanned Aerial Vehicle or Drones), early warning technology, anti-

radiation drones, fighter targeting pods and patrol boats.

Israel has been involved in a long-running battle with the United

States, one of her principal sources of arms imports, about

intellectual property rights. It argues that if her industries modify

imports, they make value additions, and therefore, the products

become Israeli intellectual property, and hence can be resold abroad.

The report says that part of the reason for Israel's exports to China

is that strong collaborative relationships will allow Israel to

hopefully discourage China from exporting armaments to the middle

eastern states that Israel views as potential threats.
